NOTICE OF PUBLIC HEARING
2016 NATIONAL HOUSING TRUST FUND ALLOCATION PLAN
The Maine State Housing Authority is drafting the National Housing Trust Fund Allocation Plan for 2016 and encourages public input.
MaineHousing has been designated as the administrating agency for the State of Maine for the National Housing Trust Fund (NHTF). The National Housing Trust Fund is a federal program that provides funding for affordable housing for Extremely Low Income households with incomes at or below 30 percent of area median income. A state must use at least 80 percent of each annual grant for rental housing; and may use up to 10 percent for home ownership; and up to 10 percent for the grantee’s reasonable administrative and planning costs.
NHTF funds may be used for the production or preservation of affordable housing through acquisition, new construction, reconstruction, and/or rehabilitation of non-luxury housing with suitable amenities. All NHTF- assisted units will be required to have a minimum affordability period of 30 years.
The State of Maine will be receiving $3 million dollars from the National Housing Trust Fund.
Each state must develop an Allocation Plan and adopt it as part of its Consolidate Plan and Annual Action Plan. The Allocation Plan will describe how the state will implement the NHTF and will establish criteria for selection of recipients. MaineHousing will hold a public hearing to gather citizen input on uses of the NHTF on June 7, 2016 at 1:00 pm at the Cross State Office Building, in room 208. After this public hearing, MaineHousing will prepare a draft allocation plan and will seek additional public comment.
